Salt Lake County 4-H Teen Council Constitution and By-Laws

Article I         Name      This organization will be known as the Salt Lake County 4-H Teen Council

Article II       Objectives
1.      To promote fun, wholesome, and learning activities
2.      To develop leadership skills
3.      To plan and do service projects
4.      To create a place where members feel accepted, valued, safe, and can make new friends.
5.      To teach others and share our knowledge
6.      To assist with Salt Lake County 4-H activities.
Article III       Membership
1.      Members on the council will consist of older youth, ages 13-18 years of age.
2.      The new 4-H year begins in October, but new members may join any time during the year.
3.      Teen Council members are expected to be actively involved in monthly meetings, service activities, and other council activities.
Article IV       Officers
1.      The Salt Lake County 4-H Teen Council President, Vice-President, Secretary, and reporter shall be elected from the council members, by the council members. This group of officers will be called the executive council.
2.      New officers will be elected in September and will serve for one year, beginning in October.
3.      Officers must have been Teen Council members for at least one year.
Article V        Duties of Officers
1.      President - The President shall preside at all meetings of the 4-H Teen Council and shall perform other duties that pertain to this office. A vacancy in the office of president shall be filled by the vice president for the remainder of the unexpired term.
2.      Vice-President – The vice-president will preside when the president is absent, or when requested to do so by the president. The vice-president will assist the president in other duties as needed or assigned.
3.      Secretary – The Secretary will keep an accurate record of the minutes and proceedings at each Teen Council Meeting. The minutes will be read at each meeting. The secretary will assist the president in other duties as needed or assigned.
4.      Reporter – The Reporter will submit information, articles, and photos of Teen Council activities to the 4-H office on a regular basis, so that they can be included in the newsletter.
Article VII                  This Constitution may be amended by a vote of two thirds of the members present at the Teen Council meeting or a special meeting called by the President, Advisors or Extension Staff.
Article VIII                The Salt Lake County 4-H Teen Council cannot be dissolved so long as there is a demand for its continuance.
 
By-Laws
 
Article I                      The Salt County 4-H Teen Council will meet the 4th Monday of each month, except August, from 4:00 until 5:30 at the Salt Lake County Extension Office.
Article II                     If the Teen Council officers miss three or more meetings, unexcused, actions will be taken to replace them.
Article III                   Teens intent on running for office in the Teen Executive Council must submit a nomination form by August 15th, and make a 2 minute speech at the elections in Teen Council in September. In the absence of a candidate for any office, we will take nominations from the floor.
Article IV                   Teen Council meetings will follow Parliamentary Procedure.
Article V                    The standing committees for Teen Council will include: Special Events, Service Activities, Social Activities, Leadership Development, and Hospitality. Each member of the 4-H Teen Council will serve on one of these committees for the duration of the year. Each committee will select a chairman for their respective committee

Duties of Officers
 
PRESIDENT  - It is the responsibility of the president to preside over all meetings and to call extra meetings when needed. As a general rule the president should take the lead in all the activities of 4-H Council. The president should prepare the agenda for 4-H Council meetings and work with fellow officers to ensure that meetings run smoothly. The president’s position requires a lot of “behind the scenes” work to ensure that officers and committee chairmen are prepared at 4-H Council meetings. All business meetings should follow proper parliamentary procedure.
 
VICE-PRESIDENT  - In the absence of the president, it is the responsibility of the vice-president to assume the role of the president. The vice-president should work closely with the president and other officers to help with all 4-H Council activities. The vice-president will need the skills to fulfill all of the duties of the president – including presiding at meetings.
 
SECRETARY – The secretary is responsible for keeping accurate minutes of all meetings of 4-H Council, keeping attendance records of each meeting, and conducting correspondence as necessary, including thank you letters to special guests, individuals assisting 4-H Council with projects, etc.
 
REPORTER – The reporter is responsible for preparing monthly news articles concerning the 4-H Teen Council for the 4-H newsletter. In addition, the reporter should send photos and other information to the 4-H office, for inclusion in the newsletter.
